Provincial government spokesman Ahmadullah Muttaqi said firefighting teams reached the site quickly but were unable to carry out the rescue.
Muttaqi added that the identities of those killed and the name of the province would be released shortly.
News reports suggest that the accident was caused by the high speed of the bus and the negligence of the driver.
